Wellness Programs Built for the Risk Your People Actually Carry

PIF Samaritan Services is Karen Hurley's project-based wellness program consulting practice. Karen assesses where your program stands, builds a customized playbook, implements it in person and tracks the results, for public safety agencies, emergency management, law firms and school districts.

What PIF is

A Wellness Program, Not Another Wellness Resource

PIF Samaritan Services designs documented, funded wellness programs for organizations whose people carry real occupational risk.

Most wellness programs assume a desk and a predictable day. PIF Samaritan Services builds programs for people deployed into the field and for professionals who carry other people's worst circumstances for years at a time. PIF stands for Pay It Forward. Karen Hurley brings 20+ years in public safety and legal environments, crisis support work with a fire department during the pandemic, IACP subject matter expert status, time on Lexipol's national Wellness Team and Utah FOP preferred provider status to every engagement.

A resource is something available if someone seeks it out: an EAP number, an app, a once-a-year training. A program is a documented, funded strategy built around your organization's actual risk, with someone accountable for whether it's working. Most organizations have resources. Few have programs.

The method

Assess. Build. Implement. Track.

Every PIF Samaritan Services engagement follows the same four-step sequence, and each step has a deliverable you can check.

01

Assess

A confidential assessment identifies which roles carry the most exposure and where your current wellness program leaves gaps.

Wellness Program Assessments
02

Build the Playbook

Karen builds a customized playbook sized to your organization, its culture and its budget, not a template written for a two-thousand-person agency.

Program Plan & Resources
03

Implement in Person

Karen delivers the plan in person, including hands-on training and the right technology, so the program gets used, not just installed.

Technology Integration
04

Track the Results

The program is measured like any operational function: PTO usage, workers' comp claims, participation and retention.

How Tracking Works
The approach

Whole-Person, Multi-Pillar, Built to Last

Physical, Mental, Emotional and Spiritual

Karen Hurley treats all four dimensions of wellness as connected, which a purely clinical approach misses.

A Multi-Pillar Assessment

Draft PIF Samaritan Services assessments use a multi-pillar approach to build a growth-oriented, fully funded wellness program. The pillars will be named here once Karen confirms them.

Training Built for Rank

In-person training includes a three-prong program geared toward specific ranks, plus training and resources for retirees, so wellness continues beyond active service.

Funding Ideas Included

Programs are designed to be sustainable and funded, with the data leadership needs to defend the line item to a city council, a partnership or a school board.

Anonymity and Confidentiality

The assessment and delivery are handled with mindful, rule-based anonymity and confidentiality.

What is PIF Samaritan Services?

PIF Samaritan Services is Karen Hurley's project-based wellness program consulting practice for organizations with high-risk, high-stress personnel. It covers wellness program assessments, sustainable and funded program design, a customized playbook, in-person training and technology integration such as wellness app selection or custom app development for field personnel. PIF stands for Pay It Forward.

Who are PIF Samaritan Services' wellness programs for?

PIF Samaritan Services builds wellness programs for police, fire, EMS and dispatch agencies, emergency management, law firms, district attorneys' offices, school districts, and utility and disaster-response field crews. Ideal clients are command staff, managing partners, district HR leaders, peer support teams and wellness coordinators who want a long-term program that is sustainable and effective.

What should a wellness program for high-risk personnel include?

A program for your highest-risk personnel has to cover the physical, mental, emotional and spiritual dimensions of wellness, not just a standard benefits package. Karen Hurley's assessment identifies which roles carry the most risk and builds the playbook around that specific weight, whether that's a patrol officer, a litigator, an emergency manager or a teacher managing a classroom through a hard year.

Why does a one-size-fits-all wellness program fail the people carrying the most risk?

A wellness program built for average workplace stress doesn't reach the people carrying the most of it. Risk comes from exposure, such as repeated trauma, adversarial conflict and high-stakes decisions under pressure, not from job title, so a program has to be built around where that exposure actually sits in your organization.

How is Karen Hurley different from a check-the-box wellness program run by HR?

A check-the-box program exists to say something was offered; PIF Samaritan Services starts with an assessment of actual risk, builds a plan specific to your organization and stays involved through implementation. That is the opposite of a once-a-year training nobody remembers by spring.

How is Karen Hurley different from Lexipol-style vendors?

Lexipol bundles wellness content into a broader policy management platform sold at scale, which is comprehensive but standardized. Karen Hurley worked on Lexipol's national Wellness Team in 2022 and builds custom programs around one organization's specific gaps; a nineteen-officer department and a two-thousand-officer department don't carry the same risk profile.

Do I need a clinical background to start a wellness program?

No. A leader doesn't need a clinical background, they need a partner who does the assessment and builds the plan with them. Karen Hurley is not a clinician; a clinical provider treats a crisis, while PIF Samaritan Services builds the program that prevents as many crises as possible, and the two roles work side by side.

Where is PIF Samaritan Services based, and does Karen travel to agencies?
